arXiv:2611.06853v1 Announce Type: new Abstract: Cooperation among multiple base stations (BSs) improves both communication and sensing in integrated sensing and communication (ISAC) networks. However, it requires deciding which BSs serve each communication user (CU) and each target, and how each BS beamforms. In this work, we consider joint BS-CU and BS-target association, and beamforming for a general cooperative ISAC system, overcoming prior simplifications such as single-user or target setups, fixed BS roles, coherent radar or separate waveforms. We maximize a joint communication rate and position Cramer-Rao lower bound (CRLB) based tradeoff utility while guaranteeing a minimum service per-CU using a data queue model. We develop a successive convex approximation (SCA)-based beamforming with closed-form updates. The discrete association problem is solved as an overarching layer using a low-complexity algorithm. Numerical results validate the effectiveness of the algorithm and unveil benefits of cooperative communication and sensing.
