Co-Optimization of Scheduling, Control, and Incentivization of Electric Vehicles for Improving Power System Stability

arXiv:2610.15118v1 Announce Type: new Abstract: We present a finite-horizon, greedy heuristic-based co-optimization and optimal control framework that jointly determines the optimized charging rates, charging times, and an optimal charging control law for electric vehicles (EVs) to improve both voltage stability and small-signal dynamic performance of a power distribution system. The proposed strategy encourages EV drivers to be flexible in choosing their charging rates and times through monetary incentivization under a fixed budget. The design is validated using the IEEE 33-bus distribution system model with ten EV charging stations (EVCSs). Results show that incentivizing drivers to settle for lower charging rates, implemented by a wait-and-save strategy, and rescheduling their charging times strategically can significantly improve the voltage stability index (VSI) of the system as well as the damping factors for the mid-frequency oscillation modes seen in the DC-link bus voltage.
