If you run veraPDF against a PDF exported from a report generator, an invoice template or Word, the PDF/UA-1 report usually lists 8–15 failed rules. Some of them mean real work: the document has no tags, so you need a different export pipeline. But several are one-line catalog or metadata entries. You can fix those yourself in a few seconds, and they also show up as separate failures in Acrobat's Accessibility Checker ("Title", "Primary language", "Tab order").

I checked which rules fall into the cheap group. I ran veraPDF 1.28.2 (PDF/UA-1 profile) on 24 files before and after a metadata-only fix with pikepdf. The files were an invoice-PDF test corpus plus files from the veraPDF test corpus.

The rules that went away every time

veraPDF rule Error message (what you search for) Fixed / seen
7.1-10 ViewerPreferences dictionary is not present in the document Catalog, or DisplayDocTitle key is set to false 8/8
7.1-8 The document catalog dictionary doesn't contain metadata key or metadata stream dictionary does not contain either entry 7/7
7.2-34 Natural language for text in page content cannot be determined 5/5
7.18.3-1 A page with annotation(s) contains Tabs key with value … instead of S 3/3
7.1-4 Suspects entry has a value of true 2/2
7.1-9 Metadata stream does not contain dc:title 1/1
7.2-2 Natural language in the Outline entries cannot be determined 1/1
7.2-29 Value … of the Lang entry is not a Language-Tag 1/1

Some rules are conditional. 6.2-1 (MarkInfo /Marked) went away in only 1 of 6 files: the one that actually had a structure tree. Setting Marked true on an untagged file only declares something that isn't true. veraPDF then fails the file on 7.1-11 anyway, so don't do it. 5-1 (PDF/UA identification schema) can appear after you add XMP metadata. Add pdfuaid:part=1 only when the file passes otherwise.

The fix (about 30 lines)

import sys import pikepdf from pikepdf import Name def fix(src, dst, lang="en-US", title=None): with pikepdf.open(src) as pdf: root = pdf.Root # 7.2-34 / 7.2-2: document language (only if missing)  if not str(root.get("/Lang", "")).strip(): root.Lang = pikepdf.String(lang) # 7.1-10: show the title, not the file name, in the title bar  if not isinstance(root.get("/ViewerPreferences"), pikepdf.Dictionary): root.ViewerPreferences = pikepdf.Dictionary() root.ViewerPreferences.DisplayDocTitle = True # 7.1-4: drop the Suspects flag; 6.2-1: Marked=true ONLY if the file really has tags  mi = root.get("/MarkInfo") if "/StructTreeRoot" in root: if not isinstance(mi, pikepdf.Dictionary): root.MarkInfo = mi = pikepdf.Dictionary() mi.Marked = True if isinstance(mi, pikepdf.Dictionary) and "/Suspects" in mi: del mi["/Suspects"] # 7.18.3-1: tab order follows structure on pages with annotations  for page in pdf.pages: if len(page.obj.get("/Annots", [])): page.obj.Tabs = Name.S # 7.1-8 / 7.1-9: XMP metadata stream with dc:title (kept in sync with Info /Title)  title = title or str(pdf.docinfo.get("/Title", "")).strip() or src.rsplit("/", 1)[-1][:-4] with pdf.open_metadata(set_pikepdf_as_editor=False) as meta: meta["dc:title"] = title pdf.docinfo.Title = title pdf.save(dst) if __name__ == "__main__": fix(sys.argv[1], sys.argv[2], *sys.argv[3:])

Run it and check the result:

python fix_pdfua_meta.py in.pdf out.pdf en-US "Invoice 2026-104" verapdf --flavour ua1 --format text in.pdf out.pdf

On an untagged invoice PDF with one link, the result was 11 failed rules → 8. 7.1-8, 7.1-10, 7.2-34 and 7.18.3-1 were fixed, and 5-1 appeared as expected.

Two cautions:

  • Pick a real title. A file name like export_final_v3 passes the rule, but it does not help a screen-reader user.
  • Don't touch signed PDFs. Rewriting a digitally signed file invalidates the signature. Check /AcroForm /SigFlags first.

What this does not fix

In the example above, these were among the 8 rules that remained. They are the real accessibility work:

  • 7.1-3 "Content is neither marked as Artifact nor tagged as real content"
  • 7.1-11 no structure tree
  • 7.18.5-1/2 links not tagged / no alternate description
  • 7.21.4.1-1 fonts not embedded

You need a generator that emits tagged PDF for these: LibreOffice/Word "tagged PDF" export, Typst, LaTeX with tagpdf, WeasyPrint pdf_variant='pdf/ua-1', Chrome/Puppeteer page.pdf({ tagged: true }), iText/PDFBox with tagging. No metadata script can make an untagged PDF accessible, so be wary of any tool that claims it can.

Looking up a specific rule

I put every rule from the veraPDF PDF/UA-1 profile on a page of its own: the exact error message, the ISO 14289-1 clause, the closest Acrobat checker item, the measured fix status from the table above, and manual-fix notes. All 106 are at https://nyo-agentti.github.io/pdfua/rules/ (profile text © veraPDF Consortium, CC BY 4.0). You can also try a file on the free checker on the same site, if you don't want to install veraPDF.
