A Southern California couple were arrested and charged on Tuesday with crimes related to the abuse of 15 of their children, nearly all of whom were born to surrogate mothers, prosecutors said.

The couple, Guojun Xuan, 66, and Silvia Shasha Zhang, 39, of Arcadia, Calif., were living in a 10,287-square-foot mansion in the Los Angeles suburb where they employed multiple nannies to supervise and physically discipline their many children, some of whom were as young as 2 months old at the time, according to the felony complaint.

The Los Angeles County District Attorney’s Office accused Mr. Xuan and Ms. Zhang of directing the physical punishment and laughing at times while watching it happen.

Nannies used shoes and wooden sticks to strike toddlers, according to prosecutors. In at least one instance, prosecutors said, Mr. Xuan participated in the physical abuse by lifting a child into the air with one arm and repeatedly delivering blows to the child’s head.

“This house could only be described as a house of horrors,” Nathan Hochman, the Los Angeles County district attorney, said in a news conference on Tuesday. “The discipline was nothing short of physical abuse, beatings and punishment on a daily basis.”

On Tuesday, Mr. Xuan and Ms. Zhang appeared in a courthouse in Pasadena, Calif., and were arraigned on felony charges of conspiracy to commit child abuse. Mr. Xuan also faces one felony count of child abuse.

If convicted on all charges, Mr. Xuan faces up to 17 years in prison, and Ms. Zhang faces up to 11 years and 8 months.

The couple, who have 27 children in total, made their fortune in commercial real estate, The New Yorker has reported. Investigators last year found a spreadsheet maintained by Ms. Zhang with the names of 21 children, and since then, the couple has had another six children via surrogates, according to the magazine. Most of the children were taken into state custody last year and remain in foster care.

Mitchell Krems, a lawyer for Mr. Xuan, told reporters on Tuesday that his client had never abused any children. He said that Mr. Xuan had moved to the United States for the freedom to have a large family and that he and Ms. Zhang were being profiled unjustly.

If “they weren’t Chinese, they wouldn’t experience this level of scrutiny,” Mr. Krems said. “He is being unfairly scrutinized because he has so many children. There’s no law against having all these children.”

Most of the actions alleged by prosecutors were captured by the couple’s extensive security system, which consisted of about 32 motion-activated cameras that recorded video and audio throughout the home, according to the complaint.

The children spent multiple hours a day in makeshift classrooms in the home, prosecutors said. Multiple nannies, who were not charged, were also recorded carrying children into a room that did not have a camera, but from which children could be heard screaming once inside, the complaint said.

Criminal scrutiny of Mr. Xuan and Ms. Zhang began in May 2025, when staff members at a Los Angeles children’s hospital notified the police that a 2-month-old boy had been brought in with a serious head injury that appeared to be inconsistent with Ms. Zhang’s explanation that he had fallen off the bed.

After a police investigation, one of the couple’s nannies, Chunmei Li, was charged with child abuse that was likely to cause death related to the baby’s injuries. She fled to China, prosecutors said on Tuesday, and there is an outstanding warrant for her arrest.

The couple were arrested on suspicion of child endangerment last year but were not charged by prosecutors and were released after a few days in jail.

On Tuesday, Mr. Xuan and Ms. Zhang were each charged with being an accessory after the fact in connection with what prosecutors say were their attempts to help Ms. Li evade arrest.

Mr. Xuan and Ms. Zhang were also charged on Tuesday with multiple counts of dissuading a witness. Prosecutors said the couple had instructed the children not to disclose to investigators that they had been beaten and to deny that they had been coached on how to answer questions. On Tuesday, Judge Kerry White of Los Angeles County Superior Court set bail for each of them at $20 million. Mr. Xuan’s lawyer argued that the couple were not a flight risk, given that he recently had a bone-marrow transplant. He has leukemia, he said, and appeared in court in a wheelchair.

MacKenzie Teymouri, the deputy district attorney, said in court that detectives were actively searching the couple’s residence. They had so far found antique sculptures, millions of dollars worth of alcohol, cash, and bank statements for 200 banks accounts and 70 corporate accounts. They also found multiple real and fake passports.

Judge White also ordered that the couple surrender all of their passports, submit to home detention and electronic monitoring and have no contact with any surrogacy agencies. He also ordered no contact with most of the children.

In 2021, shortly after Mr. Xuan and Ms. Zhang moved into the Arcadia house, they established a company called Mark Surrogacy Investment LLC, according to the complaint. Through the company, the couple reached out to prospective surrogates across the United States. They often provided false information to the women, claiming, for example, that Ms. Zhang was a single mother who was struggling to conceive.

At least 14 of the children who were living in the residence at the time the police came in May 2025 were born to surrogate mothers, prosecutors said. The children ranged in age from 2 months to around 5 years old, Mr. Hochman said.

Rijon Charne, a lawyer who represents some of the surrogates recruited by Ms. Zhang and Mr. Xuan, said she was glad to see charges brought against the couple.

“Anyone who abuses a child should be prosecuted and punished to the fullest extent of the law,” she said in an email.
